| 摘 要： | 安全管理体系(safety management system,SMS)是新世纪国际民航组织(international civil aviation or-ganization,ICAO)为提高航空安全水平而采取的重大举措.结合我国<民航空管安全管理体系指导手册(试行)>及前人所取得的相关研究成果,提出了建立集风险识别、风险评估、风险控制、指标预警为一体的空管安全风险管理系统,并研究了其构成及运行流程.研究目的在于帮助我国空管系统顺利实现SMS中的安全管理程序,保障我国民航又好又快地发展.
