| 摘 要： | 认为开发权与开发活动是市场经济下城乡规划体系的几个核心概念之一。分析并厘清了开发权和开发活动的概念,提出以法律形式明确开发权所属,清晰界定开发活动,制定开发活动的规则是建设社会主义市场经济的城乡规划法律体系的基础。

| Abstract: | This paper argues that the develop-ment right and development activities are two core concepts of urban and rural planning system in the market economy. It analyzes and distinguishes the concepts of development right between development activities. It holds that the lawfully defined develop-ment right, clearly explained development activities and proper regulations of development activities are the basis of the urban and rural planning legislation in the market economy. |
