电力市场竞争监视机制

摘    要:有效竞争是提高电力市场效率的关键。由于电力商品的特殊性,有必要建立一套高效的市场监视机制。市场监视不同于监管,其核心对象是市场本身,市场监视的任务是发现市场设计、成员行为中存在的问题,提出改进建议,提供决策支持,实现信息披露。文中围绕这些方面,构建了一个完善的市场监视体系。该体系涵盖了“实时”与“离线”2个时间纬度;分别包含数据收集、分析与控制3项职能。最后,简述了市场监视所遵循的基本原理。

Abstract:Effective competition is the key component for the improvement of electricity market efficiency. It is necessary to establish an efficient market monitoring mechanism because of the characteristics of electricity. Market monitoring is different from regulation, and it focus on the market operation itself. Market monitoring consists of detecting the issues underlying market design and behavior of market participant, providing direction for change, decision supporting and information disclosure. A perfect market monitoring mechanism centralizing on them is presented, that is online and offline monitoring including data gathering, analysis and control. Finally, the basic principle that market monitoring need to follow is introduced.
