如何改革并完善水利投资制度，建立灵活有效的融资机制，关系到水利建设和经济社会的可持续发展。首先分析了我国目前水利投融资现状，并对国外的水利投融资政策进行了研究，在此基础上，总结了国内外水利基本建设的各种融资方式，最后，对我国目前的水利投融资体制改革提出了建议．

Research on investment and financing method and system reform for water conservancy in China

It is vital for the water conservancy in China to perfect the existed investment system and set up a flexible and effective financing mechanism, which is related to the sustainable developments of both the water conservancy construction and the economic society. The status and problems of the water conservancy investment and financing concerned are analyzed herein along with the study made on the relevant policies of the foreign countries, and then various methods of the investment and financing at home and abroad are summarized as well. Furthermore, some proposals on the system reform of the water conservancy investment and financing are put forward at last.
