摘    要:论述了缺乏竞争机制,观念陈旧是阻碍国企发展的主要因素,阐明了国有企业应该用科学发展观统领人力资源的开发利用,完善用人制度,健全激励机制,建立起适应企业发展的人力资源管理体系,实现企业管理的创新。

Abstract:Expounds that it is the main factors of hindering development of state-owned enterprises that lacks competition mechanism and ideas is outmoded,clarifies that commands development and utilization of manpower resources in state-owned enterprises by scientific development views,perfects the system of employing people,completes the mechanism of excitation,establishes the system of human resources management for suiting enterprises development and realizes the innovation of enterprise management.
