我国实施可中断负荷管理存在的问题分析

近几年我国的峰谷差不断加大,高峰时段缺电现象非常严重,从技术经济的角度来看,通过实施分时电价和可中断负荷电价效果是最佳的。但分时电价具有一定的滞后性,对于用户能否转移电力需求,供电公司预先是无法知道的,而可中断负荷电价的实施可使供电公司能提前通过合同补偿的方式来使用户转移电力需求。本文总结了国内外可中断负荷管理的先进经验,分析了当前可中断负荷补偿机制的一些研究成果,指出了我国实施可中断负荷管理存在的一些需要解决的问题。

Problems on the Application of Interruptible Load Management in Our Country

In resent years,the peak-to valley ratio of our country enlarges increasingly and the lack of electrical power in the peak time is extremely serious.It is the best way to implement the Time-of-Use price and interruptible-loads price from the technical economy angle.However,because of the lag of Time-of-Use price the electric power company is unable to know whether the user can shift their demand in advance.But the implementation of interruptible loads manage ment can make the user shift their demand ahead of time through compensation of contract.This paper pointed out some problems to be solved in our country's implementation of interruptible loads management by summarization of domestic and foreign advanced experience of interruptible-loads and analysis of the compensation mechanism.
