关于水利工程设计监理几个问题的思考

我国水利工程建设自1996年全面推行建设监理制以来,取得很大成绩,但迄今为止,建设实施阶段以前的前期工作监理(包括设计监理)开展尚不普遍,为此提出水利工程设计监理的问题,论述了水利工程前期工作阶段(即:可行性研究阶段、初步设计阶段、施工准备阶段)进行设计监理的必要性、设计监理的性质、特点、设计监理的主要内容、对设计监理单位及设计监理人员的要求,并提出了推行设计监理的意见.

Consideration on several issues of design supervision in water conservancy project

Since the construction supervision system was carried out overall in water conservancy construction in 1996,great achievement has been obtained. However, up to now, the antecedent supervision(including design supervision) beforeconstruction execution is not popular. For this reason, the design supervision issue of water conservancy works is put forward.This paper presents the necessity of design supervision implementation in antecedent period of water conservancy works con-struction(i. e, feasibility study phase, preliminary design phase, construction preparation phase), the characteristics and maincontent of design supervision, design supervision unit and design supervision staff, and the suggestions on design supervisionpopularization are put forward.
