基于效率的轨道交通沿线土地储备规划——以广州市为例

轨道交通建设是大城市发展的必经之路，但外部性风险伴随其中，以轨道交通沿线土地储备来谋求大运量快速公交系统建设的公益性与效益性平衡，成为广州市轨道交通建设探索的方向之一。对轨道交通沿线土地进行储备规划能增进效益，但应以规划导向思维强化引导和控制，具体可通过站点功能定位研究、优化站点用边用地结构、复合利用土地、优先保障轨道交通衔接换乘设施及城市重要发展项目。强化规划和国土双重保障等措施实现这一目标。
