政府在经济发展中的生态责任

现代政府作为责任政府、诚信政府、有限政府应是环境保护和建设的主导者。政府应首先确立生态优先的发展理念,运用自身的权威建立综合决策制度,明确及协调各级政府生态环保职能,并尽快将环保指标纳入政府官员考核体系,使各级政府官员建立正确的生态责任观,同时政府要运用法制加强环保,用宏观调控手段引导以及强化全民环境意识来增强生态建设的积极性。

The Ecosystem Responsibility of Government in the Economic Development

Modern government,as responsible government,trustworthy government,limited government,should serve as director of environmental protection and construction.The government should first establish the development view that ecosystem is the first consideration,use its authority to establish synthesize policy-making system,clarify and coordinate all levels of government functions for ecosystem and environmental protection,bring the environmental protection index into the government official evaluation system as soon as possible so as to make the officials establish the right ecosystem responsibility view.At the same time,government should make use of the legal system to reinforce the environmental protection,using macro-regulation measures to guide and strengthen environment-protection awareness of the people to enhance their initiatives for ecosystem construction.
