| 摘 要： | 节能减排是"十一五"规划明确提出的约束性指标,电力工业是节能减排的重点行业.回顾了"十一五"规划提出"节能减排"目标后,一系列相关政策和方案的相继出台;分析了上大压小、节能发电调度、发电量置换等各种以节能减排为目标的策略和措施,对上海电网的发电、输电和用电环节在节能减排中的具体实践经验进行回顾和总结.
