2000年结题的金属材料学科面上基金项目总结情况评述

为了更客观地从宏观角度考察基金面上项目的结题情况，提高项目的管理水平，就应该在更长的时间跨度内评估结题项目和投入产出情况。故此，在1999年工作的基础上，本学科将2000年结题的面上项目进行了更细致的分析和总结。尽管其中的一些思想仅涉及金属材料研究领域资助的项目，诸如，成果的量化统计原则，期刊论文的宏观评价等等，具有本学科领域的特点，但其中论及的观点和看法，应该具有普遍意义，相信会对类似的项目管理工作有所启发。

A Review of Final Report on General Projects Supported by Division of Metal Research of NSFC and Accomplished in 2000

In order to appreciate more objectively and properly to the accomplishing status of projects supported by Division of Metal Research,and to futher improve project management,we plan to make an overall review of those finished projects in a much longer period.Having reviewed the projects accomplished in 1999,we continued this work in the year 2000 in more detailed analysis and review. Although some analysis and viewpoints discussed in this paper are based on the final report of those projects in metal research area,such as how to work out the general principles for quantitative statistics of results,how to evaluate the merits of papers published in scientific periodicals,etc. we believe that what is presented here will be of general significance and will be helpful to improve management of similar funding programs.
