城市绿地系统避灾规划设计的探讨——以承德市营子区为例

“绿地”是城市开放空间系统的一个重要组成部分，城市绿地作为一种特殊形式的空间体具有综合的生态效益和社会效益。面对不同类型的城市灾害．绿地可在不同层面发挥避灾作用，从而完善整个城市的综合防灾体系。该文通过相关文献回顾，指出目前城市综合防灾体系规划中绿地避灾功能的必要性及重要性。在借鉴国内外经验的基础上，从规划和建设两个层面探讨城市绿地避灾作用的实现途径，并与城市总体规划、城市综合防灾体系、城市绿地系统规划相协调。实践以承德市营子区绿地系统规划的避灾建设作为实例．从而达到理论对实践的综合指导作用。

Research on Urban Green Space System's Disaster-preventing Planning and Design: Taking Yingzi District, Chengde for Example

Green space is a significant part in urban open space system.As a special form of space,green space has its integrated ecological and social benefit.Facing various types of disasters,green space can prevent them in different degree,which perfects the whole disaster prevent system in city.Looking back some relevant references in this field,the author points out the necessity and importance of disaster-preventing green space in current urban comprehensive disaster prevent system’s planning.Based on domestic and foreign experiences,the author explores how to carry out the green space’s disaster prevent function in both planning and construction degree,and discusses how to coordinate it with urban planning,urban comprehensive disaster prevent system and urban green space system.Using disaster preventing construction in green space system planning of Yingzi area in Chengde city as an example,so as to achieve the comprehensive guidance function.
