摘    要:在我国当前快速城镇化时期,城乡人居环境的巨大变迁对城市温室气体排放量增加产生了重要影响。传统的城市温室气体排放清单编制方法对人和土地要素关注不足,导致减排决策出现盲点。本文基于城乡用地分类、传统城市温室气体排放清单部门划分和空间规划减排路径,建立"土地利用—碳排放"关联框架,采用"自上而下"和"自下而上"相结合的方法,构建以"人地规模+人地碳排放强度+次级影响因子"为主体的碳排放核算指标体系,并以北京市为例对新方法的应用加以说明。

Abstract:Under China’s rapid urbanization, the transformation of urban-rural human settlements contributes to the dramatic increase of greenhouse gas emissions in cities. Yet conventional methods of city-level greenhouse gas emission inventory have focused little on space and people, leading to blind-sided decisions for CO2 mitigation. This paper first establishes a "land use–CO2 " relationship framework based on the Chinese urban-rural land use category, the conventional inventory structure and the role of spatial planning in the reduction of CO2 emission, then combines the "top-down" and "bottom-up" inventory approaches, and further creates a "people/ land + emission intensity + secondary impact factors" index system. Finally, the application of this new approach in Beijing is illustrated.
