摘    要:煤炭城市在资源衰退和市场化转轨滞后的双重压力下,出现效益下滑、失业上升、环境破坏等问题。本文在对煤炭城市面临的经济、社会、环境方面困境理论分析的前提下,从经济、社会、环境的维度用因子分析法对煤炭城市进行了测量研究,结论发现东北煤炭型城市需要借助经济增长和制度创新解决社会矛盾,中部地区要进一步进行产业转型以加强经济建设,西部煤炭城市应当更加注重通过投入增加和提高生活质量来改善社会状况,新兴煤炭地区内蒙需要加大环境保护的力度。

Abstract:Under the dual pressure of resource recession and market-oriented transition lag, coal cities suffer effectiveness declining, unemployment rising and environmental destruction, Economic, social and environmental sustainable development becomes the main targets and tasks for coal cites, Base on anglicizing and reviewing current coal cities situation in economy,society and environment, this article use factor analysis measuring the aspect of economy from quantity and structure , of society from wealth distribution, investment and the quality of life, of environment from destruction and repair degree. For resulting, Northeastern coal city needs through economic growth and system innovation solving social problems , The central region should further to enforce industry transformation to strengthen economic construction , The western coal city should pay more attention to the investment increase and improve the quality of life to improve social conditions, Emerging coal area of Inner Mongolia need to strengthen environmental protection.
