黄河断流的产权经济学解释

黄河自20世纪70年代出现的断流问题极大地影响着两岸的经济发展、工农业生产和居民生活。从产权经济学的角度对黄河断流的原因进行了解释，认为主要问题之一在于对黄河水资源产权的认识模糊，导致保护和补偿的责任不明确。就此提出改革的建议：①明确界定水资源产权；②加强水资源权属管理；③建立健全黄河流域水权交易市场。

Explanation of Property Right Economics of the Yellow River Depletion

The depletion issue of the Yellow River, which happens since 1970's has seriously effected the economic development, industrial and agricultural production and the people's life along the both sides of the banks. To explain the reason from the point of property right economics, it considers that one of the main issues is fuzzy property right of water resources of the Yellow River, leading to un-clear accountability for protection and compensation. The paper puts forward the following suggestions for reform: a) To clearly define the property right of water resources; b) To strengthen the management of water resources rights and; c) To establish and amplify water right trade markets in the Yellow River basin.
