摘    要:实现碳中和,能源领域碳减排是关键。为研究面向碳中和的能源规划,文章首先分析了碳中和与碳预算之间的关系,之后提出了碳中和目标下考虑碳预算与碳循环的能源规划方法,进而从规划目标、研究范式、碳约束、市场因素等方面与其他能源规划方法进行了对比,最后针对未来能源规划中需要重点关注的能源耦合、碳价设置等问题,提出了相关建议。此方法可为后续面向碳中和的能源规划提供参考。

Abstract:Carbon reduction in energy sectors is the key to achieve carbon neutrality. This paper firstly expounds the relationship between carbon neutrality and carbon budget. Secondly, a method of energy planning considering the carbon budget and carbon cycle is put forward under carbon neutrality targets. Then, this method is compared with other energy planning methods in terms of planning objectives, research paradigms, carbon constraints, and market factors. Finally, some proposals for future energy planning, such as coupled gas and power, carbon price setting, etc., are advanced. The methods proposed in this paper can provide references for subsequent energy planning considering carbon neutrality.
