| Abstract: | Cities with high ecological sensitivity and extreme climate conditions face more challenges in low carbon city development.As a city in the frigid region,Harbin proposes low carbon goals based on the analysis of its major issues.At master plan level,regional integration,urban rural integration,and economic development strategies are proposed,and it will provide reference for other cities in frigid regions. |
