石油期货市场的障碍分析

国际石油价格波动造成的国家经济利益的损失和我国在国际石油定价中的被动局面要求我国尽快建立自己的石油期货市场。由于期货市场一般建立在发达的市场经济基础上 ,而我国市场经济刚刚开始建立 ,市场化程度严重不足 ,政府管制和行业垄断尚未消除 ,定价机制不合理 ,作为石油期货交易平台的国内期货市场存在诸多不健全之处 ,而且使用石油期货的微观主体的国有石油企业公司治理结构很不完善。这些都阻碍了石油期货的推出。然而从目前的发展趋势来看 ,市场化进程正在加速发展 ,各种非市场的行为在逐步得到规范。基于市场化和石油期货的互动发展 ,可以考虑在市场化尚不充分的条件下通过渐进的方式推出石油期货 ,形成石油期货与市场化相互促进的良性发展。

THE IMPEDIMENT ANALYSIS OF PETROLEUM FUTURES

China should to set up its own petroleum futures as soon as possible because of the benefit loss caused by fluctuation of international petroleum price and the passive situation in the international petroleum price fixing. Generally,futures market is set up on the basis of developed market economy. China just begin to set up the market economy,so there are many problems in internal futures market such as serious lack of marketization,government control and trade monopoly,unreasonable pricing mechanism,and imperfect administration structure of state-owned petroleum corporation. The issue of petroleum futures is hindered by all these problems. However,according to present developing tendency,the process of marketization is developing quickly,and various kinds of non-market behaviors are normalized. Based on the interacting development of marketization and petroleum,the issue of petroleum futures in gradual way could be considered on the condition of deficient marketization,which may form a good interacting development of marketizaiton and petroleum.
