Abstract:Despite the severe constraints of the lack of land resources vis-à-vis the immense population and vast number of vehicles,Hong Kong has strived to improve the city’s pedestrian environment and to implement greening initiatives.As for the relatively older inner city areas,it uses an "area improvement scheme" approach which does not require large scale redevelopment or new development to implement environmental improvements.The "area improvement scheme" has applied a concept of "sustaining the old while introducing the new" instead of the past "purging the old to make way for the new" approach.In this way,it requires a lower cost and can get some improvement projects implemented early,whilst complying with the principles of sustainable development and retaining the local characteristics.This paper briefly introduces the principles of pedestrian environment planning,the development of elevated pedestrian walkway systems and underground developments,and it also describes generally the salient points about "greening master plans".Using the Tsim Sha Tsui case as example,it explains the process of the making of an "area improvement scheme",and how various proposals are integrated for improving the general environment of older urban districts and revitalizing them."Area improvement scheme" includes "pedestrian priority areas",streetscape enhancement,greening,traffic control measures and some rezoning of land-uses.The Tsim Sha Tsui area improvement scheme has undergone extensive public engagement,enabling the public to participate directly in the planning process as well as to contribute personally towards the improvement of their concerned district.
