浅析抗旱水源井的建设与管理

介绍了四平市在抗旱水源井建设过程中,配合井权制度改革,努力和研究探索出了“打井、管井、用井”的新机制,并以“直补”的方式将抗旱资金发放到打井农户,最大限度地发挥国家抗旱资金效益,对今后的抗旱水源井的建设、管理、井权制度改革及抗旱资金的有效使用提供了新的思路。

Analysis for the construction and administration of the wells for drought

This paper introduces new mechanism for well construction,administration and using,cooperating well right system reform,during the well construction for drought in Siping City;and expounds the using direct supplement capital to the farm who have wells,most limit which exert national the capital benefit fighting a drought,and provides new thought for the construction,administrating well right system reform and the capital using fighting a drought in the future.
