| 摘 要： | 2008年初，南方发生罕见的覆冰严重自然灾害，导致输电线路严重覆冰，发生了大面积倒塔长时间停电事故。对倒塔原因从覆冰、微风振动、舞动、杆塔受力等方面进行综合分析和研究，提出采取建立健全防御极端气象灾害体系和机制；遵守普遍性和特殊相结合科学适用原则，划订重冰区域，对重冰区域特高危、高危的输电设备适当提高设防值等防治对策和各种防覆冰及除冰的具体措施。 |
