我国城市基础设施开发建设中的矛盾分析与规划对策研究

在当前我国城市基础设施的开发建设中,存在以下四大主要矛盾:城市总体规划与基础设施专项规划错位;重复建设与供给不足并存;用地浪费与土地空间不足并存;过度超前与滞后建设并存。要解决这些矛盾,应从我国基础设施规划体系的调整入手,构建新的城市规划编制建设体系:"区域规划-城市总体规划-基础设施专项规划-控制性详细规划-建设实施",并对这一体系的每个层面都要不断调整编制方法、完善编制内容来适应供给环境的变化。

Contradiction Analysis and Urban Planning Strategies about Infrastructure Construction in our Country

There are four principal contradictions in the period of infrastructure construction in our country. To handle these contradictions, we should adjust infrastructure planning system, and build adaptive preparation and construction system of urban planning. In each level of this system, we have to adjust preparation methods and improve preparation contents to the supply of changing circumstances.
