| 摘 要： | 水利项目前期工作是水利工作的龙头和争取投资的前提, 是加快水利基础设施建设的重要基础, 是水利工程
建设质量和投资效益的重要保障。由于受到人才、 资金等因素的限制, 青海水利前期工作总体进展缓慢, 无法满足
大规模水利建设的需求。为了推进青海省水利前期工作, 在青海省内各州( 市)开展了大量的调研, 摸清了青海省水
利前期工作现状, 查找出存在的主要问题, 提出了加快推进青海省水利项目前期工作的对策、 措施和建议。

and benefit. preparatory work of water resources makes slow progress in Qinghai Province because of restricting by a good many factors like tal2
ent and capital, it cannot meet the requirements. in order to accelerate advancing preparatory work of Water Conservancy Project of Qing hai
Province, Countermeasure and Measurement of accelerate advancing preparatory work were put forward based on the investigation of local condi2
