当前总体规划工作面临的困境与出路--以武汉市为例

对进入21世纪之后总体规划的地位和作用所面临的挑战进行了分析。对于总体规划面临的矛盾必须从规划管理体制、财政体制和政治体制上加以研究。城市总体规划对于综合发展战略的研究能力应该全面加强,同时应该建立起一种根据城市社会经济发展情况而不断调整、自我完善的总体规划工作体系。

DILEMMA OF MASTER PLAN AND ITS SOLUTION:A CASE STUDY OF WUHAN

This paper analyzes the challenge thatmaster plans status and function face. In regard tothe conflict that master plan confronted with, it sug-gests exploring solutions by studying on the planningmanagement system, finance system and politicalsystem. It indicates that the ability of research on theintegrated strategy of development should be enhancedcomprehensively in the master plan. At the same time,an ever-adjusted and self-advanced planning systemshould be built up in the pace of the social economicdevelopment of the city.
