“西气东输”二线调峰应急问题探讨

西气东输二线（以下简称西二线）作为中国第一条跨国长输天然气管道，面临储气调峰的问题。作为保障安全供气的储气库系统，与西二线输量相匹配的储气库系统年周转气规模应达到其输气量的10%～20％，即年工作气规模应该在30×10⁸ m³以上。西二线管道线路长，安全保障要求高，因此调峰手段和方式也应该多样化。针对西二线的主要调峰和储气手段应为地下储气库和LNG，应急保障手段应可以考虑利用中国西部气田进行应急供气。储气库选址应尽量靠近管道下游，应以气藏、含水层和盐穴为主，尤其在南方中小型沉积盆地中的储气库选址重点考虑含水层储气库。LNG应尽量选择在管道末端的下游，可以与地下储气库相结合，确保西二线的安全平稳运行。

Discussion on Emergency Gas Supply and Peak-shaving of the Second West-To-East Gas Pipeline

The second West-to-East gas pipeline,as the first long-distance cross-country gas pipeline in China,will face severe challenge of peak-shaving and emergency gas supply. The matching gas storage should have at least 3 bcm natural gas under operation each year,which should account for 10 to 20% of annual gas transmission in the second West-to-East gas pipeline. Due to the long distance for transmission,the second West-to-East gas pipeline requires highly for safety and diversified peak-shaving means. Those gas fields in West China should be taken good advantage for the emergency gas supply either in the way of underground storage or LNG. To ensure the second West-to-East gas pipeline under steady and safe operation,this paper puts forward many suggestions as follows:a. gas storage should locate close to the downstream consumers as far as possible,underground gas storage should be gas reservoirs,aquifers and salt caverns,and aquifers should be especially considered for medium-and small-sized sedimentary basins in South China; b. LNG stations should be constructed by the downstream of pipeline terminal as far as possible,and would be perfect to be united with the underground gas storage.
