| 摘 要： | 城市建设受国家宏观调控政策的影响和地方政府财政能力的限制,解决城建资金是当前需研究的重要课题。讨论了在城建投融资体制改革中,如何积极完善信贷投融资机制和大力发展复合投融资机制,以建立适度举债和风险防范机制,形成多层次、多元化、多渠道的城建投融资体系。

| Abstract: | Urban construction is influenced by the national macro-control and limited by the local government financial ability. It is a significant subject how to resolve the urban construction fund. During the reform of urban construction investing & financial capital system, the author has discussed how to complete the credit investing & financial capital mechanism actively and to develop the complicated mechanism. Otherwise, the moderate borrowed capital and a risk prevention mechanism should be built to form an urban construction investing & financial capital system of multi-layers. |
