| 摘 要： | 通过对北海市水利设施建设管理工作的调查研究，从水利对经济、社会、环境、粮食安全保障作用和对北海市现代化建设的巨大促进作用进行分析，提出了北海市水利面临的机遇、挑战和建设现代水利的概念、基本内涵、特征以及评价现代水利建设的定量定性指标及宏观评价标准。提出北海市建设现代水利六大体系的构想。

The modern WR concept, basic content, characteristics and evaluation standard were analyzed, the six support systems for Beihai modern WR construction were expounded here, too. |
