| 摘 要： | 我国煤炭资源丰富,但存在着区域分布不均、特殊煤种紧缺、开发利用受生态环境制约严重等问题。本文根据我国煤炭资源的开发利用现状,提出了通过建立我国煤炭资源产品、产能、产地相结合的战略储备体系来实现煤炭资源的宏观调控,并给出具体的战略储备思路和总体布局,以及相关的政策建议。

| Abstract: | AlthoughChina"s coal resources are rich, there are manyproblemssuch as uneven regional distribution, special coal shortage, the restriction of ecological environment. According to the coal resources in China and the utilization situation, this paper puts forward through the establishment of China"s strategic reserve system ofcoal resourceswhichcombines with products, production capacity, mineral lands, and gives the specific and overall layout, and related policy suggestions. |
