| 摘 要： | 从“小城镇,大问题”到“小城镇,大战略”,再从重点发展小城镇到大力发展重点镇,小城镇建设在国家战略层面上是越来越受重视,但资金不足却一直制约着小城镇做大做强。2004年初,建设部等国家六部委联合签发确定全国1887个重点镇的通知。随后,建设部和国家开发银行联合开展重点镇建设贷款试点工作——国家政府部门和金融机构第一次联手助推重点镇建设。今年5月17-18日,两家联合在浙江桐乡召开“全国重点镇建设贷款试点经验交流现场会”。正如建设部村镇建设办公室主任李兵弟所说,这次会议“意义非常重大”。为此,本期特别推出“小城镇融资——桐乡会议”专栏。
