石油储备管理探索与研究

当今世界,石油逐渐成为这个时代的主要能源之一,对于石油的开采、储备、和合理使用成为各国经济发展的重要因素。我国是石油储备大国,随着与世界各国石油贸易的发展,石油安全问题已经成为我国石头储备的重点问题,这也给石油储备管理提出更大的挑战。我国的石油储备管理是本着管理权集中、行政与企业分离、管理机构精炼等原则建立起高度"自治"的管理、操作与决策且统一于中央管理的三级管理体系,使我国的石油储备成为具有科学管理、敏锐高效、节约简朴的石油储备管理体系。

Exploration and Research on Petroleum Reserve Management

In today＇s world, oil is becoming one of main energy resources. Exploitation, reserve and rational use of oil have become an important factor in national economic development. Our country has large oil reserve; with development of petroleum trade with other countries, the oil security issue has become a key issue of oil reserve, which is bigger challenge to oil reserve management. China＇s oil reserve management is a three-level management, operation and decision-making management system based on the principle of management right concentration, administration and enterprise separation, management organization simplification. So our oil reserve management system is scientific, efficient and simple.
