摘    要:构建以新能源为主体的零碳电力系统是助力全电社会转型、实现全球清洁低碳能源体系的重要手段,也是实现“双碳”目标的重要支撑。文中对国际电工委员会出版的《以新能源为主体的零碳电力系统》白皮书进行解读。首先,介绍了白皮书发布背景,阐述了零碳电力系统所需的关键技术及面临的挑战;其次,总结了零碳电力系统领域标准化框架;最后,对零碳电力系统中涌现的新技术标准方向进行了讨论。构建体系化的零碳电力系统国际标准将为电力系统安全运行提供有力支撑。

Abstract:Building a zero-carbon power system based primarily on renewable energy is an important pathway for the transition to an all-electric society and the formation of a global clean and low-carbon energy system and also an important support for achieving the goal of “carbon emission peak and carbon neutrality”. The white paper “zero-carbon power systems based primarily on renewable energy” published by International Electrotechnical Commission is interpreted in this paper. Firstly, the background of the white paper is introduced and the key technologies and the challenges of the zero-carbon power system are discussed. Then, the standardization framework in the field of zero-carbon power systems is summarized. Finally, the direction of the new technology standards emerging in the zero-carbon power system is discussed. The construction of systematic international standards for zero-carbon power systems will provide important support for the safe operation of power systems.
