| 摘 要： | 分析我国煤矿近几年来的安全现状,应急救援不力是我国煤矿事故后果严重的主要原因之一,介绍了我国煤矿重大灾害事故的主要特点,阐述了煤矿重大灾害事故应急能力的内涵,其主要包括预防、准备、响应和恢复等4个阶段。最后构建了煤矿重大灾害事故应急能力评估指标体系,主要包括应急救援任务、危险源监测、日常建设工作、培训与演练、通讯与报警系统、救援行动支持和恢复阶段等7个一级指标来评估全矿应急能力状况。
