摘    要:本文论述了旅行与游览的不同概念,列出了风景名胜区的功能,保护与开放的辩证关系。强调风景名胜区不是产业没有理由成为企业,不能利用人民自己的财产从人民身上谋利。明确了风景名胜区管理与旅游服务是两种不同的专业领域,就深入了解各自的本质,掌握不同的运行规律,严格分工,紧密衔接,才能使风景名胜区得以永续利用。

Abstract:This paper discussed the concepts of travel and tourism, the functions of scenic and historic areas, and the relationships between their protection and opening to tourism. It is emphasized that scenic and historic areas are not for trade and there are no reasons to turn them into business. It is not right to make profit from the public resources. In order to make sustainable use of scenic and historic resources, it is necessary to understand the essence, the differences and relationships between tourism and the management of scenic and historic area.
