| 摘 要： | 煤炭矿业权审批制度改革顺应我国行政审批制度改革大势,对于我国煤炭产业健康发展意义十分重大。首先概述了我国煤炭产业政策的历史沿革,指出了“十二五”时期煤炭产业发展形势,分析了煤炭矿业权审批制度改革的必要性,总结了煤炭矿业权审批制度改革的实践经验,最后提出了完善煤炭矿业权审批制度改革的六项制度措施。

| Abstract: | The reform of approval system on coal mining right is very important to the sound devel-opment of coal industry .The history of coal industry policy in our country was described firstly . Then the development tendency during the next National Twelfth Five -Year Plan period , the ne-cessity of approval system reform and the practical experience of the reform work were analysed in the paper .Six measurements was given in the end to promote the reform work . |
