| 摘 要： | 以山东某一县级市的开发区规划为例，分析了成就该开发区以最快速度建立起来的主要原因，并从规划的实施结果对城市规划进行了探讨，得出城市规划是一种人为的强加于城市生活之上的秩序，行政的科学主持和市场的推动同样重要的结论。

| Abstract: | For the example of the development area planning in one county-level city in Shandong province, it analyzes the chief origins achieving this development area at the maximal velocity, discusses the urban planning from the operational result of planning, gets the conclusion of the urban planning is one order imposing urban city, and gets the conclusion of the administrative scientific management and the market motivation is similar important. |
