| 摘 要： | 针对政府投资项目技术与经济分离、项目投资失控的现象,对如何做好投资决策阶段和设计阶段的前期造价控制进行了探讨,指出应以事前控制为重点,以准确计量和计价为基础,采取相应的措施来控制造价,以达到预期的经济及社会效益。

| Abstract: | In light of the circumstances that technologies are separated from economy and the project investment is out of control in the government-invested project, the article discusses the way to do well early cost control at investment decision-making stage and design stage, and points out that man should take early control as the main point and take related measures to control cost on the basis of accurate measurement of quantities and valuation, in order to achieve expectant economic and social benefits. |
