| 摘 要： | Energy saving is a vital important issue concerning sustainable development of social economy including national economic security, international competitiveness, resources conservation and environmental protection. Energy saving has now become one of the most important national strategy of China in the 21st Century. The Author believes, mechanism innovation to realize new type of management system, that is, to stipulate quota and efficiency standards of power utilization, to set up incentive and restrictive mechanism taking electricity price us a leverage so as to intensify the leading role of electricity price on power demand that electricity saving needs.
