保送生政策变迁的多源流分析

多源流理论是一种新颖的政策过程分析框架,它不但可以揭示不同利益相关者对政策决策发挥的影响,还可以揭示偶然的社会事件或政治事件开启政策之窗的可能性。通过对保送生政策的变迁过程进行多源流分析,我们可以清晰地看到保送生政策本身存在弹性过大的＂政策漏洞＂,在＂权力黑洞＂的侵蚀下形成政策变迁的问题源流;学术界对保送生政策公平性的质疑以及建议是政策变迁的政策源流;我党追求社会公平与和谐的执政理念形成了保送生政策变迁的政治源流,在＂隆回事件＂和＂泰安事件＂的＂催化＂作用下三个源流汇聚在一起,最后使保送生政策大幅度调整。

Multiple Stream Analysis on the Transition of the Recommendation Policy

The theory of multi-stream is a new analysis frame of policy process.It can not only reveal the effects of stakeholders in the policy-making,but also can help us to find the possibility of the policy window being opened by social or political events.Through the analysis on the transition of the commendation policy with multiple streams theory,it is proposed that the problem stream lies in the excessive elastic policy loophole together with the misuse of power;the policy stream lies in the justice query and advice from scholars;the political stream lies in the administrative concept of social equity and harmony of the CCP.Due to the Longhui affair and Tai＇an affair,three streams are assembled and the recommendation policy is adjusted greatly.
