摘    要:我国高等教育经过1999年后的8年扩招,跨越式进入了大众化教育阶段,当前应重点抓教育质量的提高,并从三方面落到实处。一是落实在教育理念上,把提高质量当作高等教育的生命线。不管是从国际人才竞争的形势看,还是从高校面临的责任、使命以及我国高校的现状看,教育工作者都必须有一种危机感和责任感来确立质量是生命线的理念。二是落实在质量标准上,要以人为本,“把促进人的全面发展、适应社会需要作为衡量教育的根本标准”。为此,必须树立大教育观念,让教育回归教育;必须关注每一个学生的发展,以学生为中心;要因材施教,分层培养。三是切实履行《国家中长期教育改革和发展规划纲要》制定的举措,包括加强教师队伍建设,提高人才培养质量,实施重点发展、合理布局、分类指导的方略。

Abstract:The Importance of Improving the Quality of Higher Education Lies in Implementation YANG De--guang (School of Education, Shanghai Normal University, Shanghai 200234, China) Ab- stract. Chinese higher education has leaped into the stage of mass education after eight years" expansion since 1999. At present, we should focus on improving the quality of education and fulfilling the plans in three aspects. The first is on education philosophy, we should treat improving the quality of higher educa- tion as a lifeline. No matter from the perspective of international talents competition or in the view of the mission of university and the current situation of our universities, educators must have a sense of crisis and responsibility to establish the idea that quality is the lifeline. The second is on the implementation of quali- ty standards, we should insist on the people--based concept, regarding "promoting all--round develop- ment of the individual and adapting to the social need" as fundamental standards for measuring education. Therefore, we should establish large educational concepts, and let education regress to the origin of educa- tion; we must pay attention to the development of each student and being student--centered; we should teach students in accordance with their aptitude. Thirdly, the measures formulated in "Strategic Plan Outline for Medium and Long Term Education Development" should be earnestly implemented, which include strengthening the construction of teaching staff, improving the quality of personnel cultivation and carrying out the strategy of key development, rational distribution and classified guidance.
