| 摘 要： | 目前某些震区正在出现一种趋势：地方政府将震后重建作为商机，迅速转移原地居民，集中土地资源，目的在于大搞冒进型房地产开发，而不仔细考虑当地居民的民权和利益。如果没有一场推动震后规划走向民主化的改革，这种腐败的趋势委实不可遏制。
