我国中部地区城市历史水系结构性修复与内涝治理研究——以河南省典型城市为例

摘    要:气候、降雨和地貌是天然水系和雨洪形成的根本原因。近年来,伴随着中部地区快速城镇化进程,城市面临着排涝格局结构性失衡、自然排涝体系结构性损毁以及对城市管网的过度依赖等困境。城市内涝已是严重的现实问题。本文选取河南焦作、周口和濮阳等城市案例,从内涝安全的角度,追溯城水空间演进过程,提出城水空间结构从古至今有着明显的传承关系,历史水系的结构性修复对现代城市安全和可持续发展起着基础性的支撑作用。最后提出建立基于内涝安全的城水空间结构规划管控体系,建议将城市历史水系普查纳入城市规划的基础资料范畴,有条件地保护和恢复城市历史水系,构建地上地下一体化的城水安全空间体系。

Abstract:Climate,precipitation,and natural geographical features are the root cause of both natural water systems formation and flooding occurrences.In recent years,accompanying the rapid urbanization of China''s central regions,cities are now facing serious challenges with regards to structural imbalance of city drainage,damage or destruction of natural drainage systems,and overdependence on drainage pipework.City waterlogging has already become a perilous reality.This article utilizes the Henan cities of Jiaozuo,Zhoukou,and Puyang as examples to backtrace the evolutionary path of urban water spaces from the perspective of waterlogging prevention and mitigation,demonstrating the integral effects of the structural restoration of historic water systems on the safety and sustainable development of modern cities.Finally,this article calls for the establishment of a management system of urban water spatial structure-include the survey on cities''historic water systems among basic information;strategically protect and restore cities''historic water systems;establish a unified overground-underground urban water space specification and management structure.
