提高事业单位绩效考核信度与效度的制度创新

摘    要:从影响绩效考核信度与效度的制度因素分析入手,指出了事业单位人员考核内容笼统、考核指标雷同、考核等级过少、考核周期太长和考核方法粗略等制度缺陷,进而提出了制度创新的对策。通过开发绩效考核管理信息系统,加强对人员绩效考核的培训和反馈,突破事业单位人员绩效考核的难点。

Abstract:Based on the analyses of the institutional factors affecting the reliability and validity of performance appraisal, some institutional drawbacks of personnel performance appraisal such as unspecific evaluating contents, indistinctive evaluating indexes, few evaluating ratings, too long evaluating periods and cursory evaluating approaches are pointed out. Furthermore, countermeasures concerning institution innovation, which include perfecting the performance appraisal system, developing the performance appraisal management information system and strengthening training and performance feedback to the appraisers and appraisees, and overcoming difficulties of performance appraisal in project units.
