回顾广州市城市规划管理"一张图"构建与实施,梳理了广州市控制性详细规划编制与实施中存在的现实问题,结合广州实践情况,提出了制订总规与控规有效联动机制,搭建市区联动、部门协作的联动编制平台,构建刚柔并济控规指标体系等若干完善广州市控制性详细规划编制的建议,以供借鉴。

In Guangzhou as an example about how to improve the regulatory detailed planning

Through the review of construction and implementation of the integrated mapping system of Guangzhou urban planning and administra- tion, several problems were found during the formulation and implementation of the regulatory detailed plan in Guangzhou ： in order to improve the fi~rmulation of regulatory detailed plan, this paper put forward several proposals, such as setting up linkage mechanism of master plan and regula- tory detailed plan, constructing the linkage platform of departments cooperation, formulating flexible controlling index system of regulatory de- tailed plan, in order to offer reference.
