| Abstract: | On the basis of the feature of modern enterpriser labour and the character of state-capital,this paper puts forward some new assumptions about state-enterprise reform,which include separating national finance from state-capital,carrying on state-capital operating system that take finance as its dominant factor,setting up state-capital risk fund. |
