矿产资源纳入自然生态空间一体确权登记的探索与实践

相较于水林草地,矿产资源是一类较为特殊的自然资源。基于矿产资源开发利用对维系山水林田湖草生命共同体的深远影响,基于建立统一确权登记的制度要求,本文提出将矿产资源纳入自然生态空间与地表自然资源一体登记的观点,并从单元划分、簿册设计、流程构造等方面进行试点探索,取得了较好的效果。

Exploration and practice of mineral resource rights confirmation and registration into natural ecological space as a whole

Compared with the water, forests, grasslands, mineral resource is a kind of more special natural resource. Based on the profound influence of the exploitation and utilization of mineral resources on the life community of mountains, rivers, forests, farmlands, lakes and grasslands, based on the system requirements of establishing of unified right registration, the paper puts forward the view that mineral resources should be registered with the surface natural resources in the same natural ecological space as a whole, and gives good practical results in registration unit division, book design, process construction, et al.
