关于油气资源勘查区块退出机制的思考与建议

国家高度重视能源资源保障工作,十八大以来油气勘查成果取得较大的进展,特别是天然气水合物、页岩气、煤层气等非常规油气取得重大突破,油气勘查管理改革取得了很大成效,为建立我国能源发展新格局,提升能源保障能力做出了重要贡献,但在油气勘查管理方面还存在一些亟待解决的问题,其中比较突出的是油气勘查区块退出机制不顺畅等问题,针对该问题,本文提出了完善油气资源管理的基本原则,拟定了油气勘查区块退出管理办法的主要内容,为建立中国特色勘查区块退出制度建言献策。
