煤炭资源型城市基础设施与城乡一体化协调发展评价研究

基础设施承载力与城乡一体化发展所产生的需求压力相协调,是实现煤炭资源型城市城乡一体化可持续发展的重要前提。本文首先构建了煤炭资源型城市基础设施与城乡一体化协调发展评价指标体系及协调发展度评价模型。以永城市为例,基于改进的主成分分析法测算二者的综合发展指数及协调发展度。计算结果显示2006~2015年永城市基础设施建设相对滞后于城乡一体化发展,二者经历了由初步协调到中度协调的发展过程。研究结果表明,协调发展评价可以定量化描述煤炭资源型城市基础设施与城乡一体化的互动关系,反映二者协调发展规律,为指导基础设施建设,实现城乡一体化可持续发展提供理论依据。

Evaluation on Coordinated Development of Infrastructure and Urban-rural Integration of Coal Resource based City

The coordination between bearing capacity of infrastructure and the demand pressure caused by the development of urban-rural integration is the significant precondition for the sustainable development of urban-rural integration of coal resource based city. The evaluation indictors and the evaluation model of coordinated development degree between infrastructure and urban-rural integration of coal resource based city are built firstly in this paper. By taking Yongcheng City for demonstration, the coordinated development degree between infrastructure and urban-rural integration is calculated based on the improved principal component analysis method. The calculate results indicate that, the index of infrastructure construction is less than that of urban-rural integration from 2006 to 2015. The evaluation analysis of coordinated development reveals that, the infrastructure and urban-rural integration have experienced from preliminary coordination to moderate coordination but both with lagged growth of infrastructure. The research results reflect that, the coordinated development evaluation can be used to quantitatively describe the interaction relation between infrastructure and urban-rural integration, and discover the coordinated development laws, and hence can be utilized to guide the infrastructure construction and provide theory evidence for achieving sustainable development of urban-rural integration.
