对“一带一路”倡议下共建“资源走廊”的思考

随着"一带一路"倡议进入精耕细作阶段,我国海外矿业投资面临众多机遇与挑战。资源走廊是资源经济发展中形成的可持续发展模式,它强调以资源开发项目为支点,形成集聚和外溢效应带动全产业链和多部门共同发展,拉动基础设施建设,提高社会治理能力。其高度契合"一带一路"倡议的实施框架,具有施行的必要性和可行性。本文应用了发展经济学和区域地理学的理论,对资源走廊的基本框架和主要理论进行了梳理,并结合我国海外资源投资实践,指出了潜在的资源走廊合作策略,并为我国推行资源走廊提出了国家、企业和资本层面的具体建议。

Reflections on Construction of Resource Corridor under Belt and Road Initiative

As Belt and Road Initiative smoothly succeeds, Chinese oversea mining investment faces many challenges and opportunities. Resource Corridor development model is a sustainable and high quality model for resource industry. Using resource development project as a anchor project, the linking and spillover effect will push the whole industry chain and multiple sectors to develop, will improve infrastructure and social governance. It highly fits with belt and road initiatives, has necessity and feasibility to implement. In this paper, the author applies development economy and regional geography theory, summarize relevant academic research and economic practice. Combined with Chinese oversea investment, the author point out main cooperation region and give development strategies. At national level, china should elaborate and promote resource corridor concepts, making relevant international rules, providing support of governance capability, education and technology. At enterprise level, Chinese companies should combine resource corridor with market development and management, apply various cooperation models, distribute investment in whole industry chain and undertake corporate social responsibility. At finance level, mining capital should guide oversea investment activities.
