| Abstract: | According to the economy - development rules, the essay has made reasonable analysis at large. From the point of demonstration analysis and introducing capital mass model, it has probed into the tentative plan on the pat- tern of western area overtaking eastern area. Thereby it has brought forward industrial policies and correlative mea- sures during the course of economic development in the western area. |
