| 摘 要： | 集权与分权是构建国企内部权力结构的重要内容 ,它涉及企业的整体利益和经营积极性。回顾了伴随我国国企改革的进程 ,国企在集权与分权问题上的经验得失 ;结合实例论述了企业集权与分权的辩证关系 ,说明了在国企改革中 ,既要吸取无限放权的教训 ,又要防止简单集权的倾向 ;并明确提出了处理集权与分权关系的依据和衡量标准

| Abstract: | Centralization and decentralization are two important contents to construct the controlling power structure in state-owned enterprises and they deal with the total benefits of an enterprise and the benefis of the managers. After review of the reform in state-owned enterprises, gain and loss of centralization and decentralization are analyzed. The relationship between enterprise centralization and decentralization is discussed using a practical case. It is explained that either decentralization without limitation or over-centralization is acceptable. Basis and standards to deal with the relationship of centralization and decentralization are presented. |
